Meerkat is synchronized with Twitter and helps users broadcast live videos to their followers. You must have a Twitter account to watch the videos although the app is not a product of Twitter nor do the Twitter founders have anything to do with it.

Meerkat users will get push notifications when someone is live streaming a video so they’ll get the chance to jump fast and watch what’s being recorded. The reason I say “fast” is because once the video streaming ends, the video is gone. Poof, ephemeral video at its best

“Meerkaters” who are broadcasting can see who is viewing their videos and can chat with them. However, as mentioned above, the app is synced with Twitter hence  everything said on Meerkat will be seen on the Twitter feed as well.
